With reference to what was settled at my interview with Your Excellency this morning, I have the honour to append my view of the status of the Volunteer Forces in the Colony in order that Your Excellency may submit it with yours for the decision of the Secretary of State for the Colonies.

The view of the Commander of the Fortress
Hongkong (Major-General F. H. Kelly, C.B., Commanding H. B. M.'s Troops in China) is, that when a Colonial Volunteer Corps is en- -bodied by Proclamation on Mobilization for War it becomes part of the Regular Forces of His Majesty under the command of the Fortress Commander, and that the relationship of His Excellency the Governor to it is defined by paragraph 38 of the King's
Regulations, - the Colonial Ordinances, &c., which govern it in peace time, being in abeyance.
